Substance Use Services

Substance Use Services supports providers in delivering evidence-based substance use disorder care, including assessment, treatment planning, and recovery services. Providers must meet MHCP enrollment requirements, follow ASAM level-of-care standards, and report through DAANES. Streamline authorizations and billing via MN–ITS to ensure compliance and timely reimbursement.

ASAM Insights for Minnesota SUD Clinicians

Join us for a one-hour interactive session designed for clinicians to bring their ASAM-related questions. An ASAM Certified Trainer will be available to discuss topics such as the 6-dimensional assessment, documentation standards, treatment planning, continued service, transfer, and discharge management.

This open forum is participant-driven—share case examples and receive practical guidance on applying ASAM criteria to make informed decisions across the continuum of care.

Note: At this time, we will be focusing on ASAM 3rd Edition. Questions specifically about ASAM 4th Edition may not be answered until more information about implementation is available

On-the-Spot (OtS) for Minnesota SUD Providers presented by ATTCN

Addiction Technology Transfer Center Network

On-the-Spot is an online opportunity for Minnesota Substance Use Disorder and Recovery Support Services providers to receive real-time input on a wide range of behavioral health topics. This open, one-hour forum is guided by participants’ questions, with responses provided by experienced consultants familiar with SUD best practices.

The purpose of OtS is to offer an additional resource to increase knowledge, strengthen skills, and support practice change through the adoption of evidence-based and promising approaches in SUD care.

No registration is required. Providers can join at any time during the one-hour “hotline” session via phone, computer, or tablet. OtS is a discussion-based event, not a formal training or webinar. Please note: Continuing Education credits or certificates of attendance are not available, and sessions will not be recorded.

This training prepares Minnesota SUD providers and Recovery Community Organizations (RCOs) for new utilization management standards effective January 1, 2026. It covers post-payment review processes, required documentation for peer recovery support services, and best practices for recovery plans and service notes. Providers also learn how to upload documentation and complete questionnaires in the Acentra ANG Provider Portal to ensure compliance with ASAM standards and state regulations.

This training equips Recovery Peer Specialists with the knowledge and skills to meet Minnesota’s documentation standards for peer recovery support services. Participants learn how to create compliant recovery plans, write detailed service notes, and maintain accurate records that align with state statutes and ASAM best practices. The session also covers billing guidelines, supervision requirements, and practical tips for improving documentation quality.

Substance Use Disorder (SUD) Services

SUD authorization request for Nonresidential (outpatient) group and individual treatment for more than six hours a day or 30 hours a week.
Outpatient or nonresidential substance use disorder services are provided based on the identified individual need and client preference.

The 30 hours/units a week is calculated based on a rolling seven-day time span. Authorization is required if at any point during a rolling seven-day time span more than 30 hours/units of H2035 and/or H2035 HQ of service is provided. A rolling seven-day time span includes the hours of service on the date of service and the six calendar days counting forward OR the six calendar days counting backwards from the date of service. For example, if the date of service is on July 1, the rolling seven-day time span would be from June 25 to July 1 or from July 1 to July 7.

Authorizations

Authorizations are required when an individual receives more than six hours/units a day or 30 hours/units a week of any combination of individual (H2035) or group (H2035 HQ) treatment services. This authorization process is only applicable for SUD nonresidential licensed programs.

Authorizations to exceed six hours/units a day or 30 hours/units a week cover up to 28 calendar days. After the 28-day authorization period, if it is determined the member continues to meet medical necessity for more than six hours/units a day or 30 hours/units a week, the provider needs to request another authorization.

Providers must submit an authorization request and required documentation when it is determined that the client needs more than six hours/units per day or 30 hours/units per week. Refer to the “Substance Use Disorder Authorization Criteria” document in the Substance Use Authorization section of the medical review agent’s Training webpage for a description of documentation required to be submitted in order to determine medical necessity for the additional services.

Refer to information under Substance Use Disorder Request for Nonresidential (outpatient) Group and Individual Treatment in the Authorization section of the MHCP Provider Manual for information on how to submit an authorization request for SUD nonresidential (outpatient) group and individual treatment to the medical review agent.

Billing Authorization for H2035 and H2035 HQ
Providers must submit additional hours/units of service which require authorization separately from services which do not require authorization. The separate claim for additional services may be submitted once authorized by the medical review agent.

Review the Outpatient Substance Use Disorder (SUD) Services section of the MN–ITS user guide for instructions on how to submit the authorization number received from the medical review agent for services that have been authorized by the medical review agent.
